Popular vote

According to Newsweek, Clinton is claiming of having won popular vote. But, as quoted below, there are 6 (six!) different versions of counting "popular vote".

For Sunday's San Juan victory speech, Clinton's speechwriters found six (count 'em, six) different ways to claim a popular-vote victory.
The question for me is which count is more fair, but what democracy is supposed to be. It should not be a game of playing with figures. Neither a commercial war.
