Bottle neck of Windows?

Whenever I run several applications simutaneiously, some having intensive hard disk access, the ones without hard disk access will act like being frozen. In this situation, the task manager shows little cpu load. So, can we draw the conclusion that heavy disk access will dramatically affect the performance of many applications? This happens to all versions of Windows and all types of cpu including Core 2 Duo.
